Yes. Maybe it's just my province. I don't know. I've probably complained about it every year since moving here.

Same happens in the US for secular holidays. (4th of July, New Year's Day, Thanksgiving) Blame desire for a day off, not religion. =p

I usually blame tradition, because it's still stupid to close stores even on a secular holiday.

But then, I come from a country where no holiday warrants grocery store closure, and is in fact a day off to go to the stores. Something or another is always open. Having everything closed though (and it's in the LAW that they have to be closed!) is just ridiculous.
